Why data and AI projects stall

The data is usually already there. It has been collected for years, sitting in systems that don't talk to each other, held by teams who aren't sure what they are allowed to do with it.

So decisions get made on whatever is easy to reach. An AI proposal arrives and there is no honest answer to what it would be trained on, who owns that data, or what happens when a journalist asks. The project stalls in assurance — or it ships and costs the organisation trust it will not get back cheaply.

Governance is what turns data you hold into data you can defend using. It is the work that has to come first, and it is the work we do.

    We wrap around the problem

    Not a discovery phase that produces a discovery report. A small team forms around your problem and stays on it.

  2. 02

    We co-design it with your people

    Design thinking, lean process and agile methods applied to data work — with your policy and delivery people in the room, from the idea through to the thing being live.

  3. 03

    Privacy and security are designed in

    Sensitive information stays in secure systems. Usage rules are agreed before use, not after. Every product is built with privacy and security provisions from the start.

  4. 04

    We build the capability, then leave

    The measure of the work is whether your teams can run and extend it once we are gone. That is capacity-building, not a handover document.

The experience behind the work

Angkana led data and analytics for the ACT Government, advised governments on data strategy from PwC, and founded Whiley Group in 2024.

  1. 2020

    The ACT's first data governance framework

    Released for the ACT public service

    Written and released mid-pandemic. It gave the territory's public service one shared language and one set of standards for working with data.

    Data Strategy 2018–20

    Department of Industry, Innovation and Science

    The department's data strategy, designed to build the capability and culture behind evidence-led policy.
