Strategy
Decide what you are actually doing with data
Before a platform, before a pilot, before an AI proposal — a plan sequenced to the budget cycles and delivery capacity you really have.
Canberra · since 2024
Strategy, governance, policy design and evaluation — so the data your organisation already holds becomes decisions it can defend. Founded by Angkana Whiley, who wrote the ACT's first data governance framework.
The data is usually already there. It has been collected for years, sitting in systems that don't talk to each other, held by teams who aren't sure what they are allowed to do with it.
So decisions get made on whatever is easy to reach. An AI proposal arrives and there is no honest answer to what it would be trained on, who owns that data, or what happens when a journalist asks. The project stalls in assurance — or it ships and costs the organisation trust it will not get back cheaply.
Governance is what turns data you hold into data you can defend using. It is the work that has to come first, and it is the work we do.
What we do
Four stages, in order. Most engagements start wherever the foundations are weakest rather than at stage one.
Decide what you are actually doing with data
Before a platform, before a pilot, before an AI proposal — a plan sequenced to the budget cycles and delivery capacity you really have.
Make the data safe to use
Governance, operating model, and the architecture underneath. This is the work that decides whether anything built on top of it survives an audit or a change of government.
Put evidence where the decision is made
Policy and program design that starts from the person affected and the evidence that already exists, with the partnerships needed to deliver it.
Prove it worked, then hand it over
Evaluation that stands up to scrutiny, and capability built into your own teams so the change outlives the engagement.
How we work
01
Not a discovery phase that produces a discovery report. A small team forms around your problem and stays on it.
02
Design thinking, lean process and agile methods applied to data work — with your policy and delivery people in the room, from the idea through to the thing being live.
03
Sensitive information stays in secure systems. Usage rules are agreed before use, not after. Every product is built with privacy and security provisions from the start.
04
The measure of the work is whether your teams can run and extend it once we are gone. That is capacity-building, not a handover document.
